The documents are written for Libar and are aligned with the actual features of the public website and applications. Read them together with the offer and contract for your facility.

Public description is intended for transparency and assessment. The right of access to the application, price, package, scope of implementation and special obligations arise only by accepting an appropriate offer or contract.
3. Which document takes precedence
The published Terms of Use govern general website use. For the contracted Libar service, a signed offer, order or SaaS agreement takes precedence over a general description. Data processing is governed by the data processing agreement and the controller's documented instructions; an SLA governs agreed service levels where one exists.
Mandatory law always takes precedence over a contractual provision that cannot lawfully apply. The unenforceability of one provision does not automatically affect the others.
4. Roles in hotel data processing
The hotel normally decides why and how to process data about its guests and employees, determines users, legal bases, notices and retention periods, and responds to requests. It therefore usually acts as controller.
Temelj provides the technical service and processes client content within the contracted scope and under documented instructions, so it usually acts as processor. Temelj is an independent controller for its own enquiries, sales, contact persons, billing, user accounts, support, security records and legal obligations.
5. Current state of privacy and cookies
The public website libar.me currently has no analytics, marketing or profiling cookies and does not use browser local storage. The contact form works without advertising tracking.
App.libar.me uses short-term HttpOnly security cookies for login and session renewal, as well as country and language preferences. The full list, duration and controls are in Cookie Policy.
6. Rights, claims and complaints
For data controlled by Temelj, send your request to contact@temelj.me and describe the data, relationship and right you wish to exercise. We may reasonably verify identity. For guest data controlled by the hotel, contact the hotel first; Temelj will assist it according to the contract and law.
You may complain to Montenegro's Agency for Personal Data Protection and Free Access to Information (AZLP), or another competent authority where applicable. Contacting Temelj first may help resolve the issue quickly, but is not required where the law gives a direct right to complain.
7. Versions and legal verification
Each legal document shows the date of the last change. Material changes affecting the active contract service are announced in accordance with the contract and mandatory law. You can request an archiving version concerning a specific contractual period from our team.
These texts provide a detailed public framework based on Libar's actual scope. Before production processing, the client and Temelj should align the offer, service agreement, data processing agreement, retention periods and specific legal obligations of the property and market.
